Simplest way to get rid of speculation from all futures markets & thus stop the tail from wagging the dog, is to make delivery compulsory.
The genuine futures traders who use them to flatten out price fluctuations in their industry won't be adversely affected but the punters who have no intention of either delivering or taking delivery will flee.
What was conceived as a benefit to industry has been bastardised into a rigged roulette wheel by the paper shufflers to the point where there are more silver futures contract outstanding than what could be filled by all the silver mined throughout history + all known still in the ground.
