Yes, it's unusual for The Speculator to be so overweight a stock.

My guess is that's because of the announcements alluded to in the final paragraph, apparently to be announced shortly:

"These forecasts could be dwarfed in the next 2 or 3 months with expansion into dredging on the harbour project...involving the shifting of a billion cubic metres of material.

"The copmpany should soon announce it is negotiating with China Harbor Engineering Company (one of the largest construction companies) to build up to four Dutch-designed dredges...

"Such an involvement when confirmed will significantly lift ORH's profile."
