I hardly think that someone is secretly hoping that car accidents continue in order to keep employment up ....
That said , yes I agree that there is a reasonably significant number of people employed because of it . But , if we weren't spending money on the results of car accidents it would free up that money to be spent on other things . Hopefully more productive things .
Apparently the Israeli emergency departments are famous for their innovation in responding to emergency trauma . Many medical procedures have been improved thanks to the learnings from treatments in wars etc . So , that is an example of a benefit from an unpleasant situation .
In a perfect world we would have it the other way around one would hope .
