Having to be constantly watching the speedo to avoid our crazy stringent speed laws (pure revenue collection actually) constantly takes attention away from watching the road and environs. Amazingly the dopes making and policing mobile fone laws seem to be unaware that constantly looking at the speedo is not that much different from constantly looking at a mobile fone screen (they both divert attention away from safe driving).
But of course we never hear cops or pollies admit this.
