Velocity is a constant, Acceleration is instantaneous.
Light projection occurs at a velocity and for a 'projection to occur from a source base', acceleration needs to have taken place, which is a little hard considering that the car is already at that speed and the light has no extra potential energy propelling it beyond that same speed.
