A person is the controller of his and her vehicle and can drive at whatever speed suits them as long as they are driving safely and under the signed speed limit. So no-one can dictate the speed that another vehicle should drive at as it is all relative to the specific driver. An also the conditions of the road.
A survey was done when petrol prices are cheap or cheaper than normal people driving seem to drive a bit faster than the norm. But when fuel is more expensive the driving habits change and the reverse happens. This survey did not apply to people that had company and government and business cars as they did not have to pay or worry about the fuel unless a memo was issued by said company or government department.
