The data that Speedtest uses to measure transfer is particularly amenable to compression/caching.
It's fine for measuring a standard internet connection's getting data from A to B, but obviously if you intercept the data and shrink it (or grab it from a cache) then you'll get faster results.
In general, the data you receive when using the internet is not as compressible, so you don't get the same savings.
When they recommended that users test the app with Speedtest, it was a bit disingenuous to imply that this would be typical data/speed savings.
The app hit 5c on anticipation of something revolutionary. When the market realised that it was in effect a con it dropped like a brick. There's no chance of it getting back up to those levels unless it shows that it can make money without giving users massive data/speed savings.
