Totally agree Pecora. Last job I had, I left with 13 weeks sick leave owing - no payout for being a healthy employee. IMO, you should have the choice to cash out at least two weeks of your standard rec leave for cash as well or purchase more rec leave via salary deductions. The whole system need an over haul.
