Because the 1300 you see is a conservative contracted price (Think the best possible offtake deals for the buyer out there). Most of those deals are now being closed for between 1500-1800 this quarter (allegedly) but 1300 is the known bottom of the market.
This particular stuff however was unallocated in any contract deals so it could be sold on the open market with no discount for what it's really worth to buyers in the middle of a supply shortage. Hence why there's such a massive difference between the spot price and contracted offtake agreement prices.
