True, but market is expected to remain tight, they could (and why wouldn't they) allocate a certain portion to spot, as many major economies (EU & US) will not have sufficient domestic supply of chems any time soon, well not in the next 2 years, at best. Could sell it to China Inc to reprocess and feed their carbonate demand, who knows, numbers are crazy atm.
