China has set an annual economic growth target at 6.5 per cent until 2020, significantly higher than international organisations like the World Bank were forecasting.
"Development is of primary importance to China and is the key to solving every problem we face," the Premier said.
In outlining the three main priorities for its 13th Five Year Plan, the Premier said development ranked ahead of structural reform and efforts to recalibrate China's economy to be more reliant on consumption rather than investment.
