There is no need to speculate at this point of time when some key information has not been released about the rare earth mine on the moon. This detail will be made available when the executive board have decided on the type of rocket and whether the mine will be underground or open pit. They also expect the US government to pay for most of this, since it is well known that most new mines in the country benefit from socialized financing.
