I'm guessing they had a meeting and at that meeting there was discussion like many meetings. And possibly there was a difference of opinions but in the end they agreed. Your use of dissent is a very purposeful negative word in this context.
You could pick any word in that statement and spin it in a negative light. You are becoming either very desperate or petty or both.
