You should probably consider La Paz as a non-starter
It is very low grade for a hard rock (granite gneiss) rare earth deposit and highly unlikely to ever be developed
Maybe there is a misunderstanding that ppm is parts per million - so the REE grade is 0.00039% - and the average grade of rare earths in the earth’s crust is 0.0002%
It has a lower REE grade than most ionic clay deposits that only need very low cost leaching of free dig soil
