section 2 fig 2.2 and 2.3 that ARR have the cowboy state mine area situated wholly on state land for both mineral and surface control
end of story
there are numerous other applications in process
but so what
we go from the biggest deposit in the USA and numder 4 in the world to ? who cares
will we end up being the biggest deposit in the world/the moon/the universe?
its quite possible but it doesn't matter
