    Yes, amigos, the Wyoming land where ARR wants to mine is privately owned. No deals need to be made with the local ranchers and homesteaders, though, because the owners of the subsurface rights have priority. "Hi, there, I'm from Australia and I'm here to tear down your house because we need the dirt underneath it." Well, not likely to happen because the territory is sparsely settled. (Anyone have a Google satellite view?) But the subsurface is not owned by ARR either, it has to be leased from the owner, which in most cases is the federal government. Any mining must be approved by the federal agency in charge of such matters, the Bureau of Land Management. And all projects have to follow its Wyoming Reclamation Policy, which essentially instructs everyone to "put it back the way you found it."
