America has never stopped buying rare earths from China, even those that are processed from California ore. What ARR and the other company you mention have in common, is very little money. And neither of them are going to acquire much power because it's illegal for foreigners to contribute to American political campaigns. Meanwhile, the people in power share your Sinophobia and want to exclude companies with even minority Chinese ownership from American essential-metal industries. This may not be a problem for ARR yet, but it's something to keep in mind.

I'm not sure how many years ARR has spent proving resources under other people's land at Halleck Creek. They may be able to sell the project to a company with money, power, and experience with underground mining. And use the proceeds in Arizona, where mediocre is not the enemy of profitable anyway.
