Typically when shorts are at 10% you are fast approaching the end of the tide as every man and his dog are jumping on the downward trend. It is from a contrarian view a danger sign for shorts as any turn around will be fast and hard up as risk for the down side become almost zero and risk for the up side become huge for shorts.
