OOO ,It may be speculation ,but IMO ,it is the only way that COP can come out of this with out egg on their face ,and for that matter ,i do not believe that WPL are the clean in this matter .and as for Cains ,i believe they got their finger in the pie some where .We will never know the truth ,because they will sign a confidential document ,and i bet it will happen within 4 weeks
