    i think it refers to only the spp as well or else they would have only raised 7m from the spp.

    I.e. SPP apps for 8.75m= or <600 applying for 15k, i think a lot more than that would have appplied for shares. Maybe some ppl wouldn't wanted to have tied up money during christmas, but i applied for all 15k.
