although I havent seen 2016 document it appears from this quote that they didnt mention being able to consider an oversubsciption. Legally if they did not mention it they may not have been able to do it. In the recent SPP they mention the ability to do it if they want to. Only my opinion but definately looks likely. A little bit more wriggle room for them with enthusiastic investors, why not.
