I believe the '1st in 1st served' strategy is not a bad move if FML are looking to self promote. An announcement at the end date of how the shares are 'oversubscribed' and how the 'response was so overwhelming' will all contribute to the company's PR. Nothing like creating a sense of urgency to boost sales, no matter what you're selling.
I would not be surprised that after all the hype they then make the executive-decision to scale-back each application to make it more equitable regardless of when the application was made.
