I would seriously think it will be allocated on percentage of SOI up to the maximum of you purchase plan..
if your purchase plan was inadequate to forfill your full allowance eg, owe a 5% share and request a 5000$ PP then the remainder would pool after all allocations and a percentage allocated volume for all over subscribers would be assessed and allocated again..
just my thoughts??
