It does seem a bit strange, but it could be that the take-up hasn't been too strong so they're just having a bit of a ring-around to get the Spp over the line.
What is the purpose for the funds being raised?
In any case, time is almost up and in my opinion the risk now is quite low, so its probably worth taking them up I think.
