I was involved in the construction phase so was largely offsite by the time the majority of the commissioning took place so I can't really comment on delays to nameplate.  Just general quality of fabricated items that come out of China, even the South African fabrication work wasn't the best.  A lot of reworks required in order to get items that had apparently been dry fitted prior to shipping onsite.
As mentioned by Skalo there was a high turnover of labour, with generally the good ones using the site as a holding zone until they got a better offer elsewhere, pretty hot and harsh conditions up there that may have turned workers away.
