If you wait until 4th May you will miss out. Money for SPP shares is DUE BY the 4th May. ie: If you are selling part of your current shareholding to fund the SPP purchase you will need to have sold by 29th April to allow for T+3 settlement. Thats even cutting it fine!

Subscriptions have been flooding in and scale backs are a certainty. Most companies would deal with the over-subscriptions on a first come, first served basis. I dont see why RFE would be any different.
