i wouldn't read too much into any absence of the mention of the JTC. the market has been informed about the MOU with the JTC and their proposed approach to working out a deal and approx time frame with which to conclude any deals. nothing more can be said other than when they've started and ended the discussions and what the results of those discussions are. the JTC has no obligations to PLV until there's a formalised relationship between the two and i would not expect PLV to be hamstrung going to the JTC for money before those discussions have started. they may not come to an agreement, after all.
