    Legally in Australia any post mark indicates a receipt date.

    So they have to wait for their mail on Friday, and even Monday might contain a letter postmarked Wednesday.

    They cannot reject these late letters, so long as they are stamped with the correct date.

    This is done because one cannot control how quickly Australia Post will deliver a letter.

    I think the same should occur for BPAY - it might take a day or two for your bank to move it, the account holder shouldn't be punished because of bank delays they cannot control or predict.

    And finally, CTP wants all the money they can get. It's beneficial for them to have a small grace period.
