The value of the company is increased by $16M when you add $16M to the bank.
I realise that it's not included in the ASX's Market Capital - which is just Share Price x Nbr of Shares.
My point is that when the company has that much more cash, the perceived value of the company should be proportionally increased.
So for sake of simple numbers, if we say the current cap is $64Mln, and the SPP were to raise $16M, that would be a 25% increase on the current market value of the company - Cash being the most liquid asset of all.
