Why don't we assume some high-level numbers? ~5 million new shares from the SPP. Say 50% of the investors are wannabee hedge fund guys flipping the stock for a tiny profit and the others see the long-term upside.

That means ~2.5m shares flipped. Then assume 50% of the market volume is flippers so I'd assume it will take less 4-5 days of trading to clear out the sellers.

Then it's boom time with the 3rd licence, sector positivity and flagged revenue/earnings generating deals. I see more than $0.20 ($0.83 - $0.63 SPP) upside and will continue to hold.
