I would apply, unforetunately my registered address is not in Australia or New Zealand. So, bad luck.
I have the feeling the share-price is strongly suppressed. It's like holding a ball under water with a lot of effort. They will release the pressure after 9 december.
The EMS and EOS Space agreement with the Australian Space Agency were not formally announced, although you can find it on the EOS website. I'm sure there are dollars attached. They are probably holding back for the blow-out announcement, after the dust of the placements has settled.
