A question....who is eligible for the spp (if passed)....only holders pre the ann...or do new holders (ie this week and before resolution is passed)

That is...if someone bought in this week...would they still be eligible for the $5000 worth of stock? Have a friend interested in buying in and I have advised her to get a few this week and then wait for the offer...am i correct here?
