My gut feeling (and I believe someone else mentioned that here) is that Dr Corbett might actually be the reason for the delay.
Being an eminence, I take it he is a meticulous bloke that has probably reviewed everything a million times.
So it wouldn’t be surprising if he has requested for additional magnetics before giving the go ahead to the document.
