Unfortunately shorters don’t work on highly unlikely, very small possibilities - they calculate on highly likely, very high probabilities. The financial risk is so much greater to short.
That being the case, in my opinion - No, I don’t think they are banking on the debt package being pulled although that hanging over proceedings definitely isn’t helping the SP or long term holders right now.
I think they are “banking” on a Cap Raise.
