You're right - they do have a legal obligation to buy. Also:
- They are price insensitive.
- They need to keep a constant bid in the market (subject to meeting the NAV requirements.)
- Lead time is 30 days (it might be 30-60 days)
It's the lead time that keeps the spot space honest - it's now a case of either the seller has it and can sell or they don't and therefore can't sell (previously that distinction didn't matter because the lead time spun out to 12 months.)
