Looks like a symbolic placement to me.
They are not low on money and 2 mil is but a symbolic gesture to exploit contacts it seems.
Probably Sprott if bringing some contact that would facilitate a large graphite deal ?
9 cents is not too bad on the current trading given that Middlemas average is 11 cents for over 500K
