There is also Yellow Cake PLC and Uranium Royalty Corp. Then there are the producers themselves. Cameco has to buy material currently to honour their supply contracts. Peninsula has bought and as has Boss - to ensure they can supply. Kazatomprom creating another vehicle is huge news - but there are many more buyers outside of the power companies who ultimately consume the material. There will likely be more during the current and on going times of increasing demand and constrained supply.
