Actually they make it very clear that they don't think what they are doing is going to create an over supply. They just want to be ready to take advantage of high prices and the expected demand. I'm guessing its the high shorts across the industry at the moment trying to take quick advantage, though it is unlikely to last long imo, especially seeing SQM already told us these plans months ago...
