it wrote that the company - not shareholders, had to pay minimum $1,922 for each quotation, therefore, they prefer to exercise larger parcel.
if you request to exercise less than 500,000 options, the company has right to ask you to cover for the cost but the company prefer not to do so. ( That why they accumulate to issue one time each calendar quarter)
