My interpretation of this article is that Togo decided it does not need World Bank and IMF assistant and continues to negotiate with SSC. i would have prefer, Togo to involve them to prevent criticism of the govrment. €73m is not that much not €73b in terms of mining a most needed commodity of 2b.

If the tender was advertised and made public before the tender closed i dont know why the sour grapes are still complaining. They nearly seal the deal but have to make the tender 'transparent' you would have thought SSC insisted the tender to be an open tender. May Be Togo Government stuff things up somewhere and needed some correction. At the end of the day do Togo want World Bank or IMF to have some control of their resource?

Remember SSC already made some financial arrangement with who we dont know yet.
