I can't see a lot there that either frightens or appalls. The only real area of contention is compulsion for civil celebrants. Compelling civil celebrants to perform the ceremony where religious institutions are not privilges the religious above the secular....ie the same view is valid when it's based on religion, but invalid if held for a non religious reason of conscience.
