I'm only speculating - would they be able to inactivate their biller code at a certain time? The offer is listed as closing at 17:00 and I have had it confirmed that the payment must have been made before this time, even if your bank accepts bpay transactions up until a later cut-off.
Also, one is able to make multiple payments over time up until the date/time the offer closes and this would be seen as a single application.
