If you read the new standards they only focus on three ingredients the formula must not contain and the proportion of two types of amino acids which the formula should contain. Nothing else (see Chemlink and infant formula standards). It would appear that a2 already complied with these content standards so in effect there is no need to change the content contrary to your assertion.
The more extensive changes relate to the labelling changes so yes new packaging was required but new content -dubious.
