Regardless of the plant size the mining lease and EIS approvals are only for 3mt of throughput - As the company has staled there a lot of bureaucratic checks and balances happening now through construction and will continue through ramp-up to make sure the Rocklands plant complies with all level of approvals.
If the grade is 4% that would produce 120000 ton of copper per year and would truly be a world class mine- Clearly at a $2 share price the market doesnt believe the bulk test grades can be replicated over 3mt p/a throughput and is working on the JORC numbers which rely heavily on CO credits to improve the Copper % grade.
