from my experience the stamp duty offices in most states are very very aggressive, even more so than the ATO and will almost always levy against any transaction where they think they may get income.......quite often its a negotiating tactic...suspect PIH did nothing wrong but thems the breaks with transactions...witness Myer and TPG for example..
