You may not have noticed but Crown in Sydney was actually a property play that worked out really well. That is why Crown was not particularly stressed during the opening delays.
In addition, the key reason for having a beach-head in Sydney was so Crown can keep and service their whales as these players will also want to visit Sydney (in addition to Melbourne). Yes, junkets and whales have fallen off but the driver is to protect their customer base from the inevitable pull of Sydney as a destination.
