I'm not sure how you predict that. Right now buyers outnumber sellers more than 2 to 1 and we're at 27 cents. It would take some fairly ugly news to drop it down to 23 cents.
We're not even sure what's happening with those proposed policy changes. My prediction is that a watered down policy will be (eventually) passed, but overall I see a solid company that's been over-sold by a jittery market.
