    Sub agreements finalised and signed by end of july. I'm guessing with that chosen date they have given some leeway. So surely they are finalised or very close to and presented infront of respective departments. How long after sub agreements till financial close? Will market respond to sub agreements, financial close or construction start? Very mooted at the moment.
