Maybe this seller is trying to exhaust all the buyers at 25.5c that think it's a bargain (drying up people's liquidity) and will continue to step it down gradually to 25c, 24.5c, .24c, before attempting to run it down much harder and quicker over the coming days to see what stop losses they can trigger, before the high grades are released presumably over the coming weeks.
