Howard had 2 ways to deal with the Uranium mining issue:
1. Using a legal recourse: this would have safeguarded the values of the Australian U mines immediately and would have never given PDN the opportunity to buy VUL at a cut rate price with a furher consequence that it is evident IMHO that Labor will reverse their stance in April, sharks will mount further takeovers and SMM may not be immune:

PAGE 48:
Assume SMM starts mining then, in the first 3 years, they are to produce 6 mill lbs Uranium with a Surplus of $A480 mill. and Export Revenue of $845 mill.(U=$US35/lb in the first 3 years, $US40/lb thereafter). Current U price: $US30.75.
Year 3-6: produce 9 mill lbs with a Surplus of $1.33 Bill and Export revenue of $1.78 Bill.
Note: this includes some income from VANADIUM.

Comment:
The Fed Govt is handling this delicate issue in stages:
Raising consciousness of the Australian public.
"Takeover" of the U operations in NT.
While all the time observing the political fallout, it could apply the "National Interest" clauses at some time, IMHO.
SMM has prepared this PRESENTATION to be shown to interested parties in the UK.
I can't predict the outcome of political manoeuvring in Aussie.

2. The Govt Using politics to promote its chances in the next election and implode the Labor Opposition because of contrasting positions within its ranks.
That was highly successful with some heavy weights taking over and Beazly being pushed to declare his attitude. I think that there will be little doubt that Labor will reverse its stance now with its leader organizing the debate. The danger is that marauding companies will see the possibility of taking over companies at a discount.
Howard meanwhile keeps stoken fires in the background to give the the fiery attitudes in the Labor ranks more impetus, sometimes introducing unnecessary items but still being successful.
However, it is not a statesman like approach because its puts existing Aussie U companies in danger of being taken over at a pittance before April.
Beazly will try to cement his position at an early stage so as to become the next Prime Minister.
